Are you talking about an infant sized life preserver (to store on a boat in case of emergencies) or an inflatable doughnut/vest to use during swimming or water activities?

If its the latter, try www.lijiababy.com.cn - they carry an inflatable ring with an adjustable harness suitable for infants. I've got one for my newborn. They also deliver and most of their stuff is 10 to 20% cheaper than what you find in the major department stores.
