NVQ's

Does anybody know of anywhere in Beijing where you can study a NVQ??
My fiance is wanting to get his NVQ in Hairdressing as it's a requirement in England for hairdressers. I contacted the Edexcel board and they are just like "ask Beijing", they don't have records for it. My fiance searched on the internet with no luck. Anyone got any ideas?

NVQ = National Vocational Qualification? As in recognized in the UK? I suspect that there is nothing that would be accredited.
