Try www.sinohotel.com - they have a lot of cheap hotel deals.

Also, my friends stayed at the Anhui Tower in Beijing in March and found there to be really good, it was only about US$50 a night for the room. http://www.cbw.com/hotel/anhui/index.html

However - do be prepared for the fact that staff at the cheaper hotels have VERY limited English.
